Since the1990s, with the deepening of economicglobalization, all kinds of information explosion and theimpact of new technology revolution, the competition ofcomprehensive national strength among different countriesis becoming more and fierce. Competition ofcomprehensive national strength is actually thecompetition of science and technology. Thecompetitiveness depends on advanced science andtechnology. And advanced science and technology depend on the comprehensive competitiveness. Talent is themaster and leader of advanced science and technology.Therefore, the competition of comprehensive nationalpower can be traced to talented person’s competition.Especially, after the “outbreak of the war for talent”, talentis becoming more and more internationalized. Thecompetition of introducing talent is increasingly fierce. So,formulating and implementing human resources policiesand measures become very urgent. International scholarsof human resource policies and measures are providingdirection for our study and enlightenment for emulation andimplementation of talent policy.This study is based on previous studies, mainly on theintroduction of human resources policy. First of all,writer collect a vast amount of data, interpret the talent resourcesintroduction policies of Germany, Japan and our country indetail, then make a comparative study. Those works mayprovide some enlightenment for our country’s humanresources policy. The main characteristics of German,Japanese human resource policy: The main way ofGermany lies in perfecting the immigration law amendmentand improving the incentive system and some other goodsoft environment and excellent hardware facilities toattract talent. The main means of Japan is to attractoverseas students, reform educational system and cultivatethe students’ education. They begin to attract and seizetalents at early stage. China is a country with a largepopulation, but not huge talent resources. At the early stage, a very serious brain drain happened in our country.So, at present, introduction policies of our country focusmore on attracting overseas Chinese who study abroad orhave been settled in the overseas, such as "the YangtzeRiver Scholars Program","Thousands of plans”. After theabove interpretation, this study uses the comparativeanalysis, concludes that compared with the attention whichGerman and Japanese at the same time put to theintroduction of overseas talent, our country, at presentstage, pays more attention to attract overseas talent.Relative to Germany’s liberal immigration policies andgradually liberalized immigration policies of Japan, it ismore difficult for foreigners to obtain China nationality atpresent. In terms of research investment, we have to say, all countries spare no effort to give full support to promote theprogress of science and technology to enhance nationalcomprehensive strength.In this paper, through the policy interpretation andcomparative research, combined with China’s nationalconditions as well as questions some experts and scholarsput forward, writer find some problems that exist nowadaysin our country:(1) Procedures of changing talents’nationality are miscellaneous.(2) The introduction of talentlife with insufficient safeguard.(3) Incomplete policyenvironment.(4) The unacclimatized problem inintroduction of talents.(5) The type of talent which wedemand is not clear. These problems directly lead to thephenomenon of "no master" in China. According to those situation which above experts met in their work, someissues were come up. Combined with those advice, somesuggestions are put forward which may have significancefor the introduction of talent. Those may provide areference for the development of our country talent policyand implementation:(1) enterprises should play animportant role in inviting talent.(2) to clear the introductionof talent type.(3) to seize the opportunity to carry out thework of talent introduction.(4) special evaluation standardshould be used to estimate talent who is engaged intechnical development in the enterprise.(5) theconstruction of soft environment is very important to theintroduction of high-level overseas talents.(6) the perfectsocial security system and moderately preferential policies play a significant role in attracting talent.
