An "energy gap" exists between China’s rural areas and cites. It is one of the problems which the building new socialist rural must be focused on solving. Energy is a sufficient condition for progress in the development of rural areas.During last three decades, the energy consumption structure of rural life has changed a lot in Beijing. In 1980s, life energy was in short supply in most rural areas and expect coal, rural energy needs highly depended on local biogas sources, such as straw, firewood, and so on. Since 1990s, as the levels of mechanization of agriculture increased, firewood developed, the increase in the per mu yield of wheat, corn and potato, the supply of straw and firewood have increased rapidly. Additionally, the technology of saving firewood, coal promoted the popularity of liquefied gas and the energy supply channel perfected, so farmers can get to meet the demand for life energy consumption.However, at present, this unreasonable energy consumption structure in Beijing’s rural areas has a severe impact on rural energy construction and is severe harmful for social, economic and environmental development. To realize the sustainable development of rural life energy, this paper models and forecasts the demand of the rural life energy of Beijing, then studies on the related policies.1、It counts and analyzes the rural life energy resources consumption in Beijing. The main types of energy consumption are traditional biomass energy sources (straw、firewood), renewable energy (rural biogas, solar energy) and commercial energy (coal, electricity, liquefied petroleum gas, refined oil, natural gas and gas).According to correlation of the characteristic indices,16 different counties in Beijing rural areas are divided into four categories by the clustering analysis and discuss the main characteristics of each region. The first one is number 5, number 6, number 13 and number 15, as all of the per capita energy consumption, per capita effective heat, per capita electricity and the ratio of commercial energy in effective thermal are lower proportion.The second one is the number 4, number 9 and number 16, as the per capita consumption and per capita effective thermal are high, while per capita electricity, per capita commercial energy and per capita electricity and the ratio of commercial energy in effective thermal are low percentage. The third one is number 1, number 2,number 8, number12 and number 14, as the per capita energy consumption and per capita electricity are in very low percentage. The fourth one is the number 3, number 7, number 10 and number 11, as the per capita energy consumption and the ratio of commercial energy in effective thermal are low.2、Use Curve Estimation models to forecast the rural life energy consumption of Beijing. The Cubic Model is proved effective and feasible, and the formula is Y=140.89748+59.69753t-11.43618t2+0.70012t3, to predict the energy consumption in rural area of Beijing in 1995-2008.3、It studies on the related policies for developing rural energy in Beijing. Rural energy construction in Beijing should adhere to principles of sustainable development, innovation and comprehensive utilization of a variety of energy and complement each other, to deal with problems in irrational way and structure of rural energy, energy construction imbalance between rural regions, technology, and the financial aspect. Analyze and propose the policies such as supporting police, technological innovation, and legal construction for developing the rural energy in Beijing.
