In the development of small and medium-sized enterprises, technological innovation is the inherent impetus and fountainhead place, however small and medium-sized enterprise technology innovation is a high-risk work, wants to obtain the success of technological innovation, enterprises need to pay higher cost, faced with a lot of uncertainty and risk.It is the high risk and the risk of adaptability, it gradually evolved into technological innovation in small and medium-sized enterprises are a major obstacle, so to prevent and reduce the risk, enhance their competitive strength, is to solves the technological innovation of small and medium-sized enterprises that the only way out of the risk.To this, the country made a series of policy on small and medium-sized enterprises to support, in order to maintain the stability of technological innovation, also can be more conducive to the small and medium-sized enterprise survival.This paper is to technology innovation of small and medium enterprises risk and risk prevention policy of the basic theory to do a comprehensive overview, then draw lessons from the United States and Japan two typical of the developed countries in the small and medium-sized enterprise technological innovation、 risk investment, tax revenue、 intellectual property rights and public procurement policy five aspects of successful experience, pointed out our country small and medium-sized enterprise existing problems, and put forward the corresponding policy suggestions for improvement.
