Management System for Energy (MSE) integrated energy balance, energy audits, energy metering management, energy facilities management, and series of other traditional energy management methods. And MSE is the development of standardized management system for enterprise. The operation and practice of MSE in Europe, America, Japan and some other countries have made great progress. On November1,2009, GB/T23331-2009"Management System for Energy Requirements" starts practice in China. This article take the example of a power plant, focuses on the construction and operation of the MSE, analyses the energy factors within the plant, put forward quantitative control targets of various technical factors. Provide a reference for the establishment and effective operation of MSE for other companies.The establishment and operation of the MSE for the plant can be divided into seven areas:leadership decision-making and preparation, scope definition, initial energy audit, system planning, preparation of the MSE documentation, system operation, internal audit and management review. And system planning is the central link of the MSE, specifically contain the following elements:energy policy; energy factor; laws and regulations, standards and other requirements; basic standard and benchmarking; objectives and targets; energy management program. Through the planning of the MSE, we can identify the energy factor of the power plant, and propose control scheme.The energy factor is the core element of the MSE. The energy factor of the power plant is identified by process analysis which mainly based on process analysis and energy balance. The process can be divided into four steps, the energy structure analysis/energy systems analysis/energy links and (/or) equipment analysis/the final form of the energy list of factors. Though the process4management factors and26technical factors affect energy consumption of power plants are identified.Basis on accounting and evaluation of the technical and economic indicators of the power plant, the target339.05gce/kWh standard coal consumption for power supply is determined for target year, and control the power plant power generation consumptionā‰¤311.25gee/kWh, at the same time, integrated power consumption rateā‰¤8.2%. To achieve these goals and targets,26technical factors control targets of the power plant are specific determined. If the MSE of the plant operates effectively, the power plant can save standard coal consumption10801.347tce in2010, which equivalent to14,978.99tons of raw coal, or793.89million yuan in consumer spending by the price of2009. Beyond that,29946.73t CO2carbon emissions can be reduced. So, the construction and operation of the MSE can bring huge economic benefits for enterprises; and can enhance the environmental protection level of the enterprise.
