Textile industry is very important for Zhejiang province, and its sales revenue, export volume and profit ranking first in the country. Not only the printing and dyeing industry is an important support in the textile industry, it connects weaving industry and clothing industry, but also it is the most value-added industry in the textile industry except the clothing industry. However, printing and dyeing industry is also the industry of high water consumption, high energy consumption and high pollution.?Therefore, how to properly handle the contradiction between economic development and environment, energy, is the urgent important issues to implement the"plan to adjust and revitalize the textile industry". Based on the general theory of energy-saving emission reduction, reviewing the related literature about the factors of energy-saving emission reduction, this paper focuses on the impact factors of Zhejiang Province's energy conservation and emission reduction of printing and dyeing industry on the basis of the theory of recycling economy and clean production requirements.Based on water consumption, energy consumption and wastewater discharge, the paper makes a scientific study about the factors of Zhejiang Province's energy conservation and emission reduction of printing and dyeing industry from a technical level, product structure point. On the basis of the analysis of energy-saving emission reduction of the Zhejiang Province's printing and dyeing industry, this paper analyze the impact factors of Zhejiang Province's energy conservation and emission reduction adopting the regression method. By empirical research, the paper makes the in-depth analysis of various indicators that affect the water consumption, energy consumption and waste emissions on the printing and dyeing enterprise. Finally, the paper sums up the regression results, and puts forward a number of targeted policy recommendations. This result is as follows:(1) Technical level, product structure and investment in environmental protection have a stronger impact on Zhejiang Province's energy conservation and emission reduction of printing and dyeing industry. Promoting technological progress, adjusting the product structure and increasing investment in environmental protection can greatly promote the development of energy-saving emission reduction of the printing and dyeing industry in Zhejiang Province.(2) The enterprise-scale has a greater influence on the energy-saving emission reduction. On the energy-saving emission reduction, the large-scale printing and dyeing enterprises has great advantages that small and medium enterprises can not match.(3) Based on this empirical result, this paper proposes the following recommendations in order to promote energy-saving emission reduction of Zhejiang province's printing and dyeing industry: promoting technological progress; formulating reasonable fiscal policies, optimizing the industrial and product structure; guiding the printing and dyeing enterprises to scale and accumulate.
