| The theory and practice in strategic alliance of industry, academia and research community has been strengthened in recent years, and it has being developed into a kind of national strategic behavior. Strategic alliance of industry, academia and research community makes enterprises, colleges and researches united together based on the benefit need of each part, and it is also aimed at improving creativity of enterprises with some limitation from laws. In this process, enterprises, colleges and researches all make their choice of partners according to the goal and their need in developing. They compare different programs and make evaluation to choose the best project for the strategic alliance.This paper gives some definition of strategic alliance of industry, academia and research community and partner choice firstly, and shows the importance of strategic alliance with necessary theory. Secondly, it also be mentioned that how important of a best partner for each part in the alliance. Mean while, the paper analyzes the function of industry, academia and research’s motivation and the decision, according to which the paper gives some suggestion in building a mechanism for choosing best alliance partners. In the last part, it builds a model of partner-choice with the help of database and necessary theory and then makes an analysis of partner-choice process, during which the paper establishes an indicator system for evaluation. With the development of this evaluation system by using genetic algorithm, each part of strategic alliance will get their best choices. |
