Shipbuilding industry is an important part of national defense industry and a typicaltechnology-intensive industry. Shipbuilding industry capacity is the basis of technologyimport and technology import is a necessary means to develop the shipbuilding industry fortechnology backwardness countries.By parsing the nature of technology, combined with two theories of technology importand the shipbuilding industry development features of technology backwardness countries, the paper discusses the relationship between the modes of technology import andshipbuilding industry capacity. The paper advocates that late-mover advantage is notobvious; Technology import is an impassable stage to enhance shipbuilding industrycapacity for technology backwardness countries; There is a kind of efficient match betweenthe modes of technology import and shipbuilding industry capacity; It can play a good rolein promoting the development of shipbuilding industry capacity and improve the efficiencyof resource use when they choose the right modes of technology import according to thelevel of shipbuilding industry capacity; The dynamic evolution of them forms the developpath of shipbuilding industry; The dynamic path of shipbuilding industry capacity showsplatform ladder or transition rise as a whole; There is path dependence in the develop pathand it is easy to make one country relies on the other country; Comprehensive nationalstrength factor is the basis and protection in the development process of shipbuildingindustry capacity. Learning factor impacts the effect of technology import. The paper then does empirical research on technology import of India in shipbuildingindustry on the basis of theoretical analysis, describes the profile and current status ofshipbuilding industry capacity, analyzes the develop process of shipbuilding industry andthe role of technology import modes in promoting the R&D of specific warships in India, concluded that technology import did play a great role in promoting the development ofshipbuilding industry capacity by selecting the appropriate technology import modeaccording to the shipbuilding industry capacity level of India. Technology import promotesthe development of shipbuilding industry capacity and is a necessary means to develop theshipbuilding industry for India; Comprehensive national strength provides support fordevelopment of India’s shipbuilding industry capacity and learning promotes digestion andabsorption of technology;Indigenous R&D is an important means to improve shipbuildingindustry capacity and get rid of the trap of technology import; The develop path of India’s shipbuilding industry is a more pragmatic and viable option. The paper then does empirical research on technology import of five Southeast Asiancountries in shipbuilding industry, describes the profile of shipbuilding industry capacityand technology import, takes the development of shipbuilding industry capacity inSingapore and the rest four countries for example to prove the development of shipbuildingindustry capacity need comprehensive national strength provide support and protection, takes the R&D development of Singapore’s Formidable class frigate and the process ofMalaysia building Meko A100class corvette for example to prove the role of learning in thedevelopment of shipbuilding industry capacity; Paper analyzes the shipbuilding industrydevelop path of five Southeast Asian countries through horizontal comparison, advocatesthat comprehensive national strength and learning causes the differences of developmentand the effect of technology import and the develop path of India’s shipbuilding industry is amore pragmatic option. Finally, combined with analysis before and review of China’s technology import, thepaper advocates our country needs to import technology, because there are gaps with thedeveloped countries though as a military power. We should import high-end technology inthe high modes of technology import and avoid to be controlled by others. Then paperpresents suggestions on how to further enhance China’s shipbuilding industry from the angleof technology import for the defense industry makers.
