The city commercial banks expanded to a high peak in2010and play a very important role to relieve the difficulty of finance to medium and small firms since the deregulation of trans-regional management for city commercial banks by CBRC in2006. During the last five years, the city commercial banks have developed rapidly in cross region operation, surviving in the cracks among state-own banks, shareholding commercial banks as well as foreign banks. However, the case of QiLu bank showed the poor risk control for commercial bank, which in fact leads to the discreet policy of trans-regional management for city commercial bank. Therefore, the city commercial banks pause to set up cross-city branch and wait for the new policy to re-access to the market. As to its significant role of finance for medium and small firms, it is undoubtedly and necessary to preserve the policy of reforms for commercial bank. At the beginning of2012, CBRC restarted to accept the application of trans-regional management from city commercial banks and waited for admission. This dissertation discuss about some crucial issues of trans-regional management and gives advices on it in the case of GL bank.The first chapter introduces the related research on trans-regional management of bank by scholars from both domestic and overseas.The second chapter analyses the drives of trans-regional management of city commercial banks and pointed out the necessity of trans-regional management of city commercial banks. Also, it describes the quo status of trans-regional management taking account of the basic facts and characteristics of trans-regional management. Then it introduces the basic facts, characteristic and effects of GL bank, focusing on the difficult problems. Following that the dissertation gives feasible solution to trans-regional management of GL bank. The fifth chapter is based on the four chapters mentioned before and gives advices for all the city commercial banks in terms of regulation office and local government. Last it looks into the future of the city commercial banks.
