The low carbon building is a kind of energy-saving and low-carbon-reducing building, the target of which is devreasing carbon emission in the various stages of the life cycle, the principle of which is protecting environment, the concept of which is sustainable development. With the headway of low-carbon economy and the establishment of low-carbon city, there has been a irreversible trend to develop the low carbon building in construction industry. With the analysis of the basic theory linked with low-carbon building, this paper analyzes the evaluation factors of the low carbon project according to the home and aboard present research situation of enerygy consumption, energy saving and building assessment and so on, and look for the comprehensive evaluation indexes of low-carbon building to improve the development and provide a refrence for the construction and management of low-carbon building.Based on the theory of enery consumption in life cycle, recycling economy and system energineering, it globally analyzes the interested parties of low-carbon building and the relationship, and then analyzes the different evaluating angle from the point of views of the interested parties to gain the evaluating angle of this paper and summarize the evaluation factors. According to the selection principle of the evaluation index, then the relative factors, the evaluation index system of low-carbon building is initially established and the questionnaire about the importance of these indexes is designed to survey and analyze the system in order to select and adjust it to be the ultimate "low-carbon building comprehensive evaluation index system"Through tha analysis of the principle and applicable subject of some comprehensive evaluation methods, such as about Fuzzy Comprehensive Evaluation Method, Data Envelopment Analysis, Gray Comprehensive Evaluation Method and so on, and some weight determination methods, such as Analytic Hierarchy Process(AHP), Analytic Network Process(ANP), Variation Coefficient Method, Entropy Method and so on. There are some charteristics about this index system, for example, it is difficult to quantify much information and clear the index border, and there are a variety of standards and indexes. Therefore, Analytic Network Method and Fuzzy Comprehensive Evaluation Method is appropriate. Morever, the carbon emission model of life cycle is formated from the aspects of materials production, transportation, construction, maintenance, water, green system and so on.In order to inspect the applicability of the evaluation method, carbon emission model and index, it takes a residential project as a case, making up five levels evaluation sets and network hierarchical model based on Analytic Network Process and Multi-level Fuzzy Evaluation Method, collecting data through the questionnaire and calculating the weight with the software about Super Decisions, the membership grade with the rate proportion method, and the result with fuzzy method, then analyzing that what the grade of these indexes belong to and how the grade form to provide some advise and improvement, such as some measures or ways about the management and construction for the indexes of ordinary grade, some things of the indexes of good grade which can offer the reference for other worst, and some advise for the construction of the same type ones. The application of Analytic Network Process and Multi-level Fuzzy Evaluation Method is feasible according to the result and the implementation, the result of which can reveal the objective fact.
