With the development of economy and the improvement of people’s living standard the world also facing a serious resources shortage and environmental Pollution, the greenhouse effect is particularly serious. With low energy consumption and low pollution as the foundation, reduce greenhouse gas emissions as the goal of a low-carbon economy mode is strongly recommended, and low-carbon building is low-carbon economy condition of construction industry requirements. Construction as one of the areas of high energy consumption, almost account for50%in carbon dioxide emissions, because of its tremendous potential for reducing carbon emissions, more practical in the development of global energy-saving and emission reduction theme, so building energy-saving and emission reduction will become an inevitable trend in the development of the construction industry.The state, developing trend and characters of buildings energy-consuming in our country make the Low-carbon buildings become the key field of saving energy. However, because of the lack of correct concept on energy efficient low-carbon buildings in the view of the VE, the exploitation and construction of energy efficient buildings have been in a devil of a hole.In this paper, based on the importance of research in value (function and the life cycle cost ratio), the theories and the methods of investment decision are researched entirely based on VE. The conclusions are as follows.(1) This paper on the base of full understanding of the meaning of low-carbon building, then compared with energy-saving building, green building, the ecological building and sustainable building. Low-carbon building is not a suddenly appear new term, but the construction industry underwent several stages after new development direction. Energy-saving building, green building, ecological building, sustainable building and low carbon building they are the same in the basic connotation, although their emphasis point differs somewhat, but the core idea is consistent.(2) Value engineering as a combination of combining economy with technology, catered to the goal that low-carbon building take economic, social and environmental benefits into account and play a lot of efficiency in the project decision-making stage, and create the advantage particularly for the enterprise plan optimization, the correct decision-making. Value engineering application in investment decision, to make up for the traditional investment decision considering only direct economic benefit and to improve the building function and the life cycle of economic efficiency considered shortage this defect.(3) The evaluation of low-carbon buildings is a complicated systematic project. Because of low-carbon building has no unified evaluation standard, with reference to the green building evaluation standard and green building requirements, low-carbon building related statistical data, analyzes the low-carbon building function evaluation index, and construct a low-carbon building function evaluation model. This article uses the Value engineering principle, combined with fuzzy mathematics tool, to propose a simple, feasible, quota and reflected the fact decision method.(4) In order to validate built low-carbon buildings investment decision model scientific and practical, so choose a low-carbon building to the decision method is put forward in this paper is demonstrated. The results showed that low-carbon buildings’value far higher than traditional architecture.Compared with the traditional method, the decision method based on value engineering could be more comprehensive for appraising the low-carbon construction’s design implementation plan objectively. Study on the low-carbon investment from the view of value engineering, help to the low-carbon popularization and application, design scheme selection, development and construction, and advancing building of an resource-saving, environment-friendly society.
