With the rapid development of the national economic, the deepening of the urbanizationand the growth in the living standard the motorization of the citizens’ travel makes acontinuous improvement. However, city motorization results in series of much concernedproblems, such as land resource depletion, energy shortage, traffic congestion, trafficaccidents increase and environmental pollution.Because of the increasing of private car ownership and the frequency of citizens’ privatecar travel, private cars are the main reason for the congestion in the rush hours. Meanwhile,private cars’ rate of actual loading is low, and private car brings about increased amount of carexhaust emission and accentuated urban pollution. These problems are barriers to the healthydevelopment of the urban transportation industry. Therefore, improving the private cars’ rateof actual loading is the effective ways to ease traffic pressure. In the situation of urban roadtraffic capacity tension private cars carpooling is a new means of transportation. Putting“carpooling” as the developing root and combining with the present situation of private carsin China, the paper puts private cars carpooling as the research object which has markedlypractical significance and creativity. This paper provides a regulated and integrateddevelopment direction and mode for the current disordered private cars carpooling so as toimprove transportation efficiency, economize the passenger travel time costs and reduceenergy consumption. The paper firstly analyzes the attribute of urban traffic congestion andthe law of reason congestion, makes the economic analysis of traffic congestion, and providespremise conditions for the implementation of private cars carpooling. Secondly, according tothe current characteristics of urban traffic in China and the degree of passenger transportationdemands, this paper analyzes operability, adaptability, economic feasibility and societyfeasibility for the development of private cars carpooling in China. Thirdly, considering thestandardization and the institutionalization of private cars carpooling, the paper comes up withthe mode and boundary, qualifications for entry and exit of carpooling vehicles and relatedquality service management. In conclusion, based on the situation of private cars carpoolingin China this paper puts forward suggestions from the policy level.Through the feasibility study of private cars carpooling, carpooling has great practicalsignificance in the practice of urban transportation development. For urban transportation thescientific and reasonable development of private cars carpooling service can make full use ofthe existing resources and improve its operation efficiency, and for passengers it is able to not only satisfy the convenient and comfortable travel requirements but also save travel costs soas to realize the win-win result. The popularity of carpooling can greatly reduce energyconsumption, improve the urban air pollution, and has positive economic and social benefits.
