The gap of the income between urban and rural in our country has been attended, and it is expanding constantly instead. But narrowing the gap is a dynamic process, and it takes time, influenced by various factors especially there are kinds of factors.Public service is one of the influences, and the urban residents have the advantage in political system. The article focuses on changing the structure of the public service spending to increase the farmers’income. The rural can’t enjoy the equal rights including the education, the care and the security because the system. At present, the rapid growth of the rural demands the public service and it caused the large gap, not only impact the farmers’income growth, but also expanded the gap.
