In recent years, with the development of the market economy,retail enterprises has changed from sellers’ market to buyers’ market.The former superprofit gradually drops to lowerprofit following increase of various costs. How to develop well is one of the most severe questions that the retail company has to solve. At the end of2004, Chinese retail trades are open completely to the world while the country’s native retail trades still have a long way to go to catch up with the foreign enterprises in the fields of capital, service and sources disposition. In a retail enterprise, the employees’working abilities, qualities and attitudes are quite important. Therefore, to build up a positive and efficient performance management system which can enhance the staff’s working inspiration and help the enterprises strive for the realization of their management goals is one of the urgent questions the retail enterprises have to solve.The auther has worked in retail enterprises as a manager in charge of personnel for years. I have got a higher level of understanding about the human resource management and performance management from my working experiences. This article deeply analyzes the Chengdu department of a retail enterprise’s performance management ways, provides strategic measures in accordance with the existing problems and deficiencies, and guided by related theory of performance management system, I building up the enterprise’s new performance management system and relevant guarantee system by optimizing new systems in human resource management and business management aspects. The new system combines tightly with the strategic goals, using the targets management and key performance index management, under the premise of system management and diversity management in accordance of different departments, grading the enterprise’s targets to departments and staffs, at the same time, strengthening the staff’s daily behaviors regulation, checking and evaluating regularly, promoting the enterprise’s performance management by various ways to administer the staffs’performances. In the process of implementing the system, we make the assessment by focusing on the system management and fully considering different departments’differences. With the implementation of the new system, we put forward the fulfillment of the company’s targets, strengthening the staff’s executive powers of different levels, accelerating the fulfillments of enterprise’s goals. However, the system still needs to be perfected in the process of implementing. Meanwhile, I’m in the hope that this article is helpful to other retail enterprises.
