With the development of market economy, the recruitment cost and human resource management risks are getting higher and higher, which makes great hinder for the sustainable development of companies. Recruitment is also a premise and critical process of effective HR management. So the recruitment is becoming one of the most concerns of a company. How can a company get the needed and suitable top talents in a faster and more precise way? Competency model is a newly invented management tool and method to be applied in recruitment process, which can meet the shortfall of the traditional recruitment system.This paper begins with the analysis on DR Company’s status. Firstly, the weaknesses and issues of traditional recruitment system are generalized, which draw the issue of designing the recruitment system based on competency model out; secondly, the concerned papers and documents are comprehensively reviewed, based on which the study thoughts and methods are brought in; thirdly, the backgrounds, concept and application in recruitment of the competency model are thoroughly reviewed; finally, the methodology and process of competency model building for technical jobs and the actual practice in recruitment of the DR company are analyzed and illustrated, which means, the recruitment system of DR company is comprehensively and systematically managed based on competency model, and the selection criteria are defined according to the competency model, by which the candidates competency levels can be measured and evaluated so as for the right hiring decision.
