In21st Century, the essence of enterprise competition is the competition for humanresources, for the small and medium enterprises in fierce competition of market. Staffrecruitment is a human resources management and development work is an importantfoundation for the work. How to attract, retain and motivate the staff potential will directlyaffect the enterprises survival and development. Staff recruitment is the foundation of humanresources management in the enterprise, how to introduce outstanding, conforms to theenterprise development talent through the scientific recruitment process becomes to be aproblem which the manager must to be thought. Competency research is one of the hotspotsof modern psychology, management science and other fields of research, it is an importantway to improve the efficiency of human resources management recruitment that introducedthe competency model in to the the whole process of human resources recruitment.The article adopted the combination of empirical analysis and normative analysis method,focused on the practice of recruiting work of TD company, though analyzing the competencyconnotation and human resources recruitment related theory, combined with the presentsituation and existing problems in TD company human resources recruitment, discussed howto use the competency model carrying out the recruitment of staff. The author designed therecruitment system based on competency model have five parts, including competency modelconstructing, human resources recruitment, selection, configuration and evaluation. In orderto illustrate the author’s point of view better, the paper took the software developmentengineer of TD company as an example, constructed the corresponding organization, functionand the post competency model, described the application of competency model inrecruitment needs analysis, information release and structured interview, pointed out theproblems should be attentioned that application of competency model in recruitment process.At present our country scholars study the competency model and human resourcesmanagement is still in the initial stage, the innovation of this paper lies in the recruitment ofcompetency, module of application system in the process of enterprise, transform thecompetency model into an useful tool which can improve the recruitment work’s pertinenceand efficiency. The research object in this paper is a high-tech small and medium-sizedenterprises which has nearly20years history, the employee recruitment problems in thiscompany has general and representative, therefore, this study not only strengthens the microapplication of competency model theory, help TD Company managers solve the existingproblems in the staff recruitment, but also can provides some reference for other industrymanagement.
