With the increasingly widening gap and prominent contradiction between urban and rural area, coordinated urban-rural development (CURD) has been a major concern among people of all quarters of society."The Central No.1Document" has repeatedly mentioned CURD, which is also the basic requirement of building a well-off society in an all-round way. The local governments also have been launching work for CURD, in which the priority is given to urban-rural unification. Nevertheless, it is of great significance to answer the following questions, such as what is the current situation of CURD; What factors will affect CURD; what measures should be taken to promote the development of agriculture with industry and drive the country by city with the aim of fundamentally solving the problem of agriculture, rural areas and farmers.This thesis, taking Jiangsu Province as an example, adopts the qualitative and quantitative analysis to establish rating index system for urban and rural areas so as to measure its status. Secondly, measurement analysis method is employed to reveal impact factors. Thirdly, relative countermeasures and suggestions will be put forward based on the discussions above. The design and framework are as follows:Chapter Ⅰ serves as the introduction, presenting the research questions. Also research thoughts and methods as well as the analysis framework are included in this chapter.Chapter Ⅱ is the literature review, in which the author gives a historical account of major and representative stances on CURD that mainly reviews rating index system for urban and rural areas and its impact factors.Chapter Ⅲ is the background analysis of CURD. Through reviewing the gap of income, consumption and expenditure on culture, education, science and health between urban and rural area, the author describes the current situation of CURD and its attempt to do the typical work. Finally, a brief analysis is made to the causes of the gap between urban and rural areas.Chapter IV is the establishment of rating index system for urban and rural areas which is achieved through measurement. Also the CURD of13cities in Jiangsu Province is measured and analyzed.Chapter V is the theoretical analysis for impact factors of CURD. Theoretically this chapter elaborates various impact factors, especially the production factors, public resources as well as the impact and mechanism of institutional factors on CURD.Chapter VI is an empirical study of the impact factors on CURD. The author proves the impact factors of CURD and their significance by empirical study, ranging from finance, industries, infrastructure to institutions.Chapter VII serves as the part of conclusion and suggestions. From the analysis above, the author attempts to draw a brief conclusion of rating index system for urban and rural areas and its impact factors. Based on the results above, relative countermeasures and suggestions are offered for the further development of balancing urban and rural areas.Through establishing rating index system for CURD and the measure analysis of CURD, this thesis has drawn the conclusion that it bears a favorable trend. However, there is a gap among13cities in Jiangsu Province and unbalanced development especially exists between north, central and south cities in Jiangsu Province. In addition, through measurement analysis of impact factors of CURD, the thesis has revealed that three factors, including industrial structure factors, infrastructure and public fiscal policy, have the most outstanding impact on CURD. Therefore, it will be an inevitable strategic choice to upgrade the industrial structure and increase rural public product input in order to narrow the gap between urban and rural areas and promote CURD.
