With the development of the society and people’s living standard is increasing day by day,people used to look forward to food and clothing but now to environmental protection,used to survive but now for ecology. The status of the state-owned forest farms in our country should not be looked down upon, it is not only an important forest resource reserves and production base, but also an important force in enhancing the ecological security in our country, its plays an important role to achieve the goal of promoting the "five one" new development. Therefore, the social responsibility problem of state-owned forest farm raise more and more attention of society. Build evaluation system of state-owned forest farm of social responsibility based on cognitive perspective employees, can effectively guide and supervise the state-owned forest farms to fulfill social responsibility, let both "production operators" and "one of the stakeholders’ employees to participate in social responsibility evaluation, can enhance employees’ sense of social responsibility and the understanding of the reform of state-owned forest farms,it has great meaning of push our country economic and ecological transformation of state-owned forest farm as a coupling body, and safeguard national ecological security.This article uses the social responsibilities evaluation of the staff of state-owned forest farm as the research object, and use the theory of cognitive behavior and social responsibility of related theory as the theoretical basis. From stakeholder perspective, combined with the particularity of the industry, analysis the content that the state-owned forest farm of social responsibility in China should cover, and start from the micro level, with employee cognition as the breakthrough point, using the analytic hierarchy process to build on social responsibility evaluation system of our country’s state-owned forest farm, the system design to avoid using "easy water injection" financial indicators, to measure more specifically the effects of state-owned forest farm to undertake social responsibility in China through the staff.For the study of the employee’s perception of state-owned forest farm of social responsibility, and evaluating the forest to fulfill social responsibility and master employees first-hand information to verify the validity of the constructed evaluation system. This article chooses 34 state-owned forest farm of zhouzhi county, xi’an, shanxi province, and zhenba county, hanzhong, and lueyang county, and foping county to field investigate, conduct field survey of staffs in different forest department, conduct a survey of 38 state-owned forest farms in Heilongjiang, Jilin, Liaoning, Inner Mongolia, Guizhou, Henan province and the Tibet autonomous region. Conduct a questionnaire survey of total 932 state-owned forest farm workers and recycle effective questionnaire 890 copies.Through empirical research, the main conclusions are as follows:(1)The cognitive situations of employees of state-owned forest farm to social responsibility are in good condition, they have a higher attention and recognition for forestry social responsibility,especially for the importance of the evaluation index.(2) In the demographic characteristics,only education level, marital status play a significant role in cognitive relations of employees of state-owned forest farm social responsibility, among them, and cognition is improved with the improvement of education level, the cognitive degree of social responsibility of state-owned forest farms by married employees and was obviously higher than that of unmarried people, the cognitive level of senior managers of the highest level is the lowest in different position staff.(3)Based on the cognitive perspective employees, the fulfillment situation of 72 state-owned forest farm social responsibility is good, the fulfillment of each stakeholder responsibilities degree from high to low are government, employees, the ecological environment communities, investors, customers, and business partners.(4)In 72 forest farm, social responsibility fulfillment situations of state-owned forest farms to actively adjust the industrial structure, relying on the unique advantages, the use of ecological function develop forest recreation and tourism industries are best. Therefore, this paper give countermeasures and suggestions from aspects of establishing long-term evaluation mechanism, strengthening the management responsibility, establishing responsibility report disclosure mechanism, improving the level of employee responsibility cognition, optimizng the industrial structure, broadening the financing channels, giving full play to their role as the media of public opinion,and widely seting up the concept of social responsibility.
