The Study On Old-age Security For Land-lost Peasants

With the development of economic and the continuous progress of urbanization, alarge number of rural lands were expropriated, more and more peasants have been losingtheir dependent lands. Therefore, a new social vulnerable group does rise: lost-landpeasants. The defects of the existing land requisition system and related laws lead that the standard ofcompensation is low, and compensation is not in place, and the distribution of costs is unreasonable, andthat the means of resettlement is simple, which makes the legitimate rights and interests of land-lostpeasants lack of effective protection. Many of them have no lands, nor have jobs and socialsecurity. The existence of land-lost peasants is the unstable factors that influence thestableness and development of our society and caused the social wide concern. How toresettle the lost-land peasants reasonable and properly and how to solve the social securityissue of the lost-land peasants, especially that most concerned endowment issue after theirlands have been taken. To be resolved for this problem, it will have economic significanceand social meaning, which is useful for realizing the social justice, acceleratingmodernization and planning urban-rural development as a whole.This thesis believes there are main three problems about old-aged security forlost-land peasants by literature review and research: unreasonable land compensationharms the interests of the lost-land peasants. The system of old-age security for lost-landpeasants is inadequate, and the function of traditional family cares is weakening. At thesame time, this thesis analyzes and evaluates the three old-age security forms for land-lostpeasants at present in our country. And use the experiences of other countries on solvingthe problems about old-security for land-lost peasants for reference; this thesis gives theadvices to solve the problems properly: improve the system of land compensation, buildold-aged security system for lost-land peasants and pay more attention to the function offamily cares. I hope the society concerns the problems about old-aged security for lost-landpeasants via this thesis, and can provide references when the government drafts relatedpolicies.
