Daqing city of heilongjiang province, is famous of the resources city in our country and well known forits rich in oil.But, along with the oil production time to be stretched and increasing oil production, lead tovaluable oil resources started to dry up. Daqing city further sustainable development of economy,face to moreand more serious challenges and Daqing city economic transition period will come. In order to maintain thesustainable development of Daqing city economy, we should be focused on small and medium-sizedenterprises in the petrochemical industry and try to get rid of the dependence on petrochemical industry. Thedevelopment of small and medium-sized enterprises more depend on enterprise’s core staff, Improvement ofthe core staff loyalty is of great significance.At present, the enterprise’s core employees loyalty is to start from the external physical environment, But,its not fully explain the enterprise still faces the problem of high turnover rate of core employees. From thispoint of view of the psychological contract, the relationship between psychological contract and loyalty.Between the company and employees,which have the economic contract.it is formal and written,and theother one is psychological contract,which is informal and ambiguous as well as implicit.In this paper,theSMEs of Daqing city core employees are the object of the research and discusses the relationship ofpsychological contract and loyalty. From the pyschological contract, analyse main problems in the loyalty ofthe core employees in SMEs of Daqing city by way of questionnaire. Put forword the way of psychologicalcontract to improve the loyalty of the core employees in SMEs of Daqing city.
