Water is an important and indispensable resource of human life, industrial production and social progress, is the source of life of the species depend for survival and development. With the progress of human society, the industrial and agricultural water demand is growing; the water shortage problem has become the focus of global attention. The establishment of ASEM water resources research center effectively illustrates the importance of the use of water resources and its special attributes as an economic resource. How to make sustainable use of water resources, the key was to deal with water resources optimal allocation well to address the requirements of water supply and demand, improve economic efficiency and reliability of water supply. In order to maximize the water supply benefits in Shimen, this thesis uses water resources planning models to optimize the allocation, adhere to the principle of sustainable development and promoting regional economic development of resource coordination.This thesis chose Shimen county object of study, based on supply and demand of water requirements of the water sector, establish different objectives of the program function models, comparisons with water overall efficiency of the optimal allocation of the program. The main conclusions were as follows:1) Shimen locates in a special geographical position, has particular rainy season. This thesis aims at the research on the law of its rainfall and hydrological analysis.2) The changing of climate can bring different effect in gross water resources, concern with the available use and main wasting water of the area rainfall.3) The available using of water resource is an integration system which concerns to people’s daily life, entironment, agriculture, industry and tertiary industry. The study of water resource optimal distribution should combine with each wasting water department in order to make progresses in integration wasting water benefit analysis.4) The department in district has been designed to daily life, entironment, agriculture, industry and tertiary industry. The experiment result shows that if agriculture water expendable has been put in the first place, the least water resource will be wasted, but the least integration benefit will be done. If industry water expendable has been put in the first place, the most integration benefit will be done, but the water wasting is also the most.
