With the development of economy, reducing energy consumption of publicbuildings is imminent for the increasing proportion of it. How to reduce the energyconsumption of public buildings and improve the energy efficiency are the focus ofour current building energy conservation. The Design standard for energy efficiencyof public buildings has been promulgated and implemented in2005. Theenergy-saving design of the constructions, including the building envelop, the airconditioning system and so on are in strict accordance with this standard in the initialdesign. It takes control of the new public buildings energy consumption from thesource. Without the requirements of Design standard for energy efficiency of publicbuildings, the phenomenon of high energy consumption is existing universally inthese public constructions builded before2005. The energy waste can’t be ignoredand energy-saving reconstruction of existing public buildings is imperative. But thereis still no standard or regulation aim at the existing public building energy efficiencynowadays. Therefore, it is of great significance for researching on the energy-savingreconstruction of public buildings.Be different to new buildings, the many factors are involved in the energy-savingreconstruction of existing public buildings. The energy consumption conditions ofbuildings need to be fully understood and the impact factors of energy consumptionshould be cleared before the implementation of energy-saving reconstruction in orderto avoid the blindness of it. Based on this understanding, the paper takes publicbuildings as the object. Firstly, the composition of the building energy consumption isanalyzed by the simulation and calculation. And then, according to the actual situationof the building, the energy-saving measures are put forward aimed at the large impactfactors for building energy consumption. The energy-saving potential of energyreconstruction can be pre-analyzed by the simulation and calculation. The reformprogram and efficiency can be pre-judgmented before the implementation ofenergy-saving reconstruction. It is aimed at ensuring the rationality of theenergy-saving reform program and obtaining the expected effect.Based on the above ideas, this paper takes one library of Guangzhou as anexample, and the energy simulation model of this library is set up by the simulation software IES(VE). Then it is examined the rationality through the field tests. On thisbasis, in order to reduce the energy consumption of the air conditioning system, thepaper puts forward a reconstruction program based on the network operation controland management through studying the main factors of the building energyconsumption and combining with the actual situation and the possibility of theimplementation of reconstruction.The energy-saving rate is analyzed by simulationsoftware again, and the simulation result shows it can be obtained betterenergy-saving effect by this program. The reconstruction program is implementedbased on this result. And through the filed test, the actual energy-saving rate can be upto14%after the energy reconstruction, it is consistent with the simulation result.The research shows that it is a scientific and objective method to propose thetargeted reconstruction program by using the software simulation to analyze andevaluate the building energy consumption before the implementation of buildingenergy reconstruction.
