In March2013, the State Council issued the letter [2013] No.47document "the State Council Approved on Issues Related to the Formation of the China Railway Corporation ", indicating that the former Ministry of Railways will implement separates off as a new page in China’s railway construction. The price of railway transportation is an important part of the development of the railway reform. Due to the factors of regional railway transportation prices are more complex, impacted by regional carriers’ prices, regional economic level and regional industrial structure, also restricted by regional railway development, regional geographic conditions and national freight transport policy. Because of a variety of complex factors and particular conditions of different regions, it is necessary to make regional railway freight transportation differential price. At present, we widely use transportation costs, marginal costs, supply and demand theory and Ramsey theory to develop railway freight transportation price. China is still in its infancy on quantitative research of railway freight transportation price model, especially differential pricing research. To this end, based on the Ramsey pricing method, this paper aims to develop a regional differential pricing approach.Based on the background above, the work of the paper is summarized as follows:1Firstly, it constructs the theoretical foundation and analysis the formation mechanisms of railway freight transportation price and the development of theoretical methods. By contrast with the highway and civil aviation freight price development, it clears reform of China railway freight pricing methods.2On the basis of regional railway freight transportation differential pricing necessity and feasibility analysis, it sets out the quantifiable and non-quantifiable factors those affect regional railway differential pricing. It works out influencing factors and the associated degree of unity average freight railway by grey correlation analysis. According to the needs of research and availability of data, it sets regional economic level, regional railway development level and regional industry structure as research objectives to divide31provincial administrative regions in Chinese mainland and uses entropy method to summarize the result.3Through the foundation of objective analysis on China’s railway freight transportation unified charges phenomenon malpractices and the directions of reform, the author proposes the idea of regional differences in pricing. On the basis of seniors’ theoretical researches, the author does the quantitative analysis. It includes three pricing methods:government reference price, government guidance price and market competition-oriented price. The last one gives Ramsey pricing methods which set cargo and freight turnover as variables.4Taking Shandong Province as an example, it introduces the development overview of the railway network. The main effecting factors of railway freight transportation are analyzed. It introduces the current situation and outstanding issues of railway freight transportation pricing in Shandong Province. Based on the fourth chapter theoretical analysis, it brings the relevant data of Shandong Province railway freight into the model. Combined with EViews software, it determines the railway freight transportation price ranges of Shandong Province which can adapt to market competition. It provides a reference for the further reform of China railway freight transportation price.
