Since the railway freight reform in China,China's railway has gradually moved to the market,railway freight transportation is also transforming into modern logistics.In particularly,the government relaxed the regulation of railway freight transportation price,and allowed railway transport enterprises independent pricing under the guidance of government,which promoted the railway market process greatly.At the same time,the document(State issue[2013]No.33)issued by the State Council of China suggested that the price of China's railway freight transportation should be determined by reference to the reasonable price ratio relations of the highway,which pointed out the direction for the market-oriented reform of railway freight transportation.However,in the actual pricing process of railway enterprises,there are some problems such as large amount of information related to price decision,the disconnect between the information delivered by the department,and the relatively complicated process of setting and approving the freight transportation price by the railway enterprises,which result in the complexity and hysteresis of setting railway freight transportation price,improve the enterprise management costs and reduce the market competitiveness.Therefore,how to realize the high efficiency of decision information management and the informationization and intelligence of price setting is the problem that the railway transport enterprises urgently needs to solve.This thesis mainly carries on the related research on the analysis,design and construction of the assistant decision system about the China's railway freight pricing.At first,this thesis summarizes the research progress of price information management system and pricing decision support system according to the transportation of highway,railway,water and air at home and abroad,and determines the research contents,methods and technical routes of the thesis.Secondly,the current situation of railway freight price in China is analyzed.Combining with the main pricing strategy since the railway freight reform in China and problems of them,the railway freight pricing model algorithm adopted by the target system is determined.After that,the model of highway and railway freight price ratio based on transportation efficiency is constructed,and the comparison of highway and railway transportation is carried out from twelve effectiveness index.And this thesis uses the fixed assets investment ratio of highway and railway transportation as the correction coefficient to correct the calculation results,come to the proportion relation of the freight transportation price of highway and railway.Then,according to the research and analysis of the enterprise's demand,the functional requirements,non-functional requirements,system use cases,business processes and data flow of the target system are analyzed comprehensively to provide guidance for the system design.Then,basing on the system analysis,the structure,function module and database of the target system are designed and constructed in detail.Finally,the system development is completed,which realizes the functions of system user information management,basic data management,data statistical analysis,auxiliary price decision and risk early warning management,provides technical tools and decision support for the freight transportation price of railway transport enterprises.
