With the development of economic globalization, China is carrying out more and more communications and exchanges with the world, and becoming the focus of the international society. However, frequent international exchanges require China to be known correctly. Political foreign publicity materials are important tools but owing to their high sensitiveness to politics, the corresponding translation plays a significant role. Report on the Work of the Government (RWG) as a vital part of political foreign publicity materials, summarizing the achievements of Chinese government in the past one or five years and proposing policies and plans for future one even five years, is an authoritative source for the world to get the latest information about China. Thus the RWG translation plays a crucial role.Relevance theory is a pragmatic theory proposed by Dan Sperber and Deirdre Wilson together, exerting great influence on translation. Under relevance-theoretical framework, translation is an interlingual or intralingual ostensive-inferential interpretation activity on the basis of dynamic context and relevance. It has strong explanatory power and provides translation a unified theoretical framework.With Relevance Theory as the theoretical support, the thesis focuses on the following aspects:exploring RWG from the perspectives of lexis, syntax, discourse, rhetoric and writing style; analyzing the specific translation process and strategies, restoring the translator’s translating process which includes the selection of words, expressions and styles and the application of translation strategies, verifying that the relevance theory is explanatory and applicable to political foreign publicity translation; and claiming that the relevance theory alone is adequate to analyze political foreign publicity translation phenomena and strategies, providing certain reference and guidance for future political publicity translation.
