Since the early90s, according to the higher authority’sdeployment, X district the institution reform pilot, and constantly groping way, accumulateexperience in the distribution system reform also made some beneficial attempt.2004yearslater, with the implementation of personnel, carry out and implement the open recruitmentpost management major move, reform speed gradually. In the ten years of reform pilot workof matting, now institution reform entered a critical stage. At the present stage of institutionreform of the income distribution system, not only business unit human resourcesmanagement and talent incentive mechanism is the important content of institution reform,the key link of the overall development in our country, it is the reform of the incomedistribution system is an important part. X district belong to an institution can adapt to thenew situation, establishes conforms to the situation and institution characteristics, reflect postperformance and classified management of the income distribution system, to speed up theinstitution itself and promote the all-round development of social undertakings X district isvery important. This paper mainly through the comparison and analysis of the literature research method,method and practical research methods, combined with related theory to study the salarysystem reform of public institutions in X District. The following ideas of the construction, isdivided into four chapters: the first chapter is the introduction; the second chapter is thetheoretical part; the third chapter as the problems and analysis; the fourth chapter is theproposals for reform. The first chapter and the second chapter is the theoretical basis of thispaper. The first chapter mainly outlines the purpose and significance of the research, andliterature review. The second chapter defines some concepts of salary distribution systemreform of public institution, and the related theory of human resource management isexplained. The third chapter and the fourth chapter is the core part of this paper. The thirdchapter put forward our country institution salary distribution system background; secondly asimple statement of the present situation of salary distribution system in X Districtinstitutions, analyzes and points out the reasons of problems. The fourth chapter put forwardthe guiding principles, goals and ideas of reform, reform proposals.
