Research On Government's Avoidance Behavior And Its Governance In Public Service Outsourcing

Since the 1980 s,with the rise of new public management worldwide,public service outsourcing has become a new model of public service supply.The core of public service outsourcing is to introduce a market competition mechanism into the supply of public services to realize the diversification of supply entities,thereby improving the efficiency and quality of public service supply,and better meeting the diverse public service needs of the public.Practice has proved that public service outsourcing has become a recipe for promoting China's economic development and social progress,enriching the supply of public services and improving the quality and level of public services.In recent years,with the promotion of public service outsourcing,some problems have gradually been exposed in this reform process.Among them,an important issue that has attracted attention is that due to the transfer of government functions,many government departments have used public service outsourcing to shirk them.The public responsibility that should be borne by itself,even after the occurrence of "outsourcing failure",because of fear of being accountable,find ways to mitigate or even offset its negative impact through evasion.Through systematic research on the evasion of government officials in public service outsourcing,this paper reveals the internal mechanism of government evasion and its adverse effects,and provides countermeasures to improve the in-depth development of public service outsourcing in China.The full text is divided into five parts.The first part is the introduction,which elaborates the topic selection background and research significance of the paper,analyzes the current research status at home and abroad,and explains the research method and content framework of this article.The second part explains the related concepts and theoretical basis of government public service outsourcing.;The third part explains the government's responsibilities in each stage of public service outsourcing,and analyzes the main influencing factors of the government's responsibility;the fourth part analyzes the government's evasion behavior in public service outsourcing,according to the accountability time and government officials The two dimensions of attitude should be used to classify evasion behaviors and analyze the reasons leading to evasion behaviors.The fifth part proposes to deepen the reform of the government management system,improve the legal operation mechanism,accelerate the reform of the economic system,and promote the transformation of social governance.To administer government evasion in public service outsourcing in China.
