Government Responsibility And Its Implementation Mechanism In The Contract System Of The Public Sports Service Outsourcing

According to the Report on the Work of the Government(2019),we must continue deepening supply-side structural reform and steadily unleashing the dynamism of the real economy.Faced with the increasing diversified sports needs of the people,the contract system of public sports service outsourcing has become one of the ways for the government to provide public sports service.At present,there are some problems of the government responsibility in the contract system of public sports service outsourcing in China,such as dividing vaguely and having difficulty implementing.Therefore,it is the inherent requirement of promoting the healthy development of the contract system of public sports service outsourcing to clarify the government responsibility in that.The paper takes the concept of public sports service contract and its government responsibility as the basic logical starting point,and it will study in a deep-going way on the current situation of the government responsibility in the the contract system of public sports service outsourcing,using literature study and logic analysis,case study and comparative study and so on.Combined with the development of the contract system of the public sports service outsourcing in Suzhou,the paper analyzes the source,role and responsibility undertaken of the government in the contract system of public sports service outsourcing,and reveals the problems and causes of the lack of government responsibility in the contract system of public sports service outsourcing from both theoretical and practical aspects.Under the guidance of principal-agent theory,contract governance theory,new public service theory and other theories,and based on the foreign experience,the paper will construct the implementation mechanism of the government responsibility in the contract system of public sports service outsourcing and draw the following conclusions:1.The contract system of public sports service outsourcing is widely recognized and adopted as a means of purchase to improve government supply capacity and efficiency.The key to the implementation the contract system of public sports service outsourcing is that the government can take its responsibility effectively.Government responsibility refers to the government and its administrative personnel should reply the demands of the citizen quickly,positively and effectively and provide citizens with efficient,high-quality,fair and equitable public sports service by the contract system;if the government and administrative personnel fail to perform their duties according to the contract or perform improperly,they shall bear the corresponding legal liabilities according to the relevant provisions.2.In the contract system of public sports service outsourcing,the government assumes multiple responsibilities because it plays multiple roles.Specifically,it includes target responsibility,decision-making responsibility,financial responsibility,supervision responsibility,training responsibility and guarantee responsibility.3.There are many loopholes in the implementation of government responsibility in the contract system of public sports service outsourcing in China,which specifically lies in the deviation of the government responsibility target,the difficulty in establishing operation mechanisms of the outsourcing contract system,and the lack of government accountability.4.The reasons for the difficulty in achieving that include:the incomplete legal system,the inaccurate positioning of the government,and the lack of relevant capabilities of the government and some other factors.5.By summarizing the development experience of foreign countries,combined with the problems of government responsibility in the contract system of the public sports service outsourcing in China,the paper believes that it is a realistic choice to establish the implementation mechanism.On the one hand,use the contract management and relationship management two kinds of means to establish the implementation mechanism;on the other hand,according to the entire monitoring responsibility process,establish the implementation mechanism through the three stages:responsibility supervision,responsibility assessment and accountability.
