The Third Session of the Eleventh Central Committee of CCP has decided to move the working pivot to the construction of socialist modernizations and make the strategic decision to implement the reform and opening. At that time, the cadres of CPC are in a serious state of various political qualities, aging, lack of knowledge, insufficient competence, which cannot meet the demands of the development. The second leadership of CPC with Deng Xiaoping as the core leader has proposed a significant strategic policy that the cadres should be more revolutionary, younger, more knowledgeable and professional to combat the problems and promoted the implementation of such policy. They emancipate the mind and coordinate the ideas of older cadres "not to leave the power", relieve the customary ideas that "the young has inadequate experience", destroy the backward theory of "step by step", correct the wrong left wing ideas against the intellects and make way for the "sihua" cadre policy. They innovate political systems-create the retirement system of cadres, set up the system of fixed tenures, terminate the system of lifelong leadership, implement the system of consultant committee and eliminate resistance in entirely implementing the retirement system. They also establish the backup cadres system and implement a classified and categorized administrative system of cadres.These systems assure the practice of the policy and implementation of the policy in order. They insist on the mass line, emphasize on recommendation by the people and democratic review, select and appoint outstanding cadres who meet the "sihua" criteria. They organize training and education of cadres in ideology and politics, sciences and cultures, professional knowledge, etc. By doing so, they improve the comprehensive qualities of cadres. The policy enriches and develops the cadre selection criteria of CPC, is a component of deng Xiaoping theory and a significant achievement of Marxism development in China. The implantation of such policy has resulted in an army of cadres who meet the requirements of socialist modernizations and probed into a system of personnel organization that benefits the selection and breeding good cadres. Research on the policy bears theoretical and practical inspiration for implementing current reform of cadre personnel system proposed by the18th central committee of CPC, further promoting the qualities of party cadres who are more scientific, modern and contemporary as well as the theoretical development of breeding socialist cadres with Chinese characteristics.
