Study On Township E-Government Construction Guided By The Concept Of A Service-Oriented Government

In recent years, China’s Government Information Construction has developed rapidly, the construction of domestic e-government has made great achievements. But we also have to recognize the fact that, for the rural areas of China’s most basic level, the process of the building of e-government is also very slow, there are many problems to be solved in the construction and development process. Service-oriented government philosophy pointed out the direction of township construction of e-government,"its thought public service center ","the value of the concept of people-oriented ",to guide the healthy and rapid development of e-government of China’s township.The paper guided by the concept of a service-oriented government, emphasizing the fundamental purpose of the e-government "services",makes a comprehensive introduction to the construction of China’s township-village e-government status and problems, on this basis,to draw on successful experience of broad e-government construction, combined with the actual situation of China’s rural regions, some effective countermeasures and suggestions for China’s rural service-oriented e-government construction is given.This paper is divided into six parts, the first chapter expounds the background and significance of the topic, the research at home and abroad, as well as the research methods and innovations; Chapter Ⅱ,described the logic of building on the township service type government detailedly,it’s mainly from changes in the pattern of township governance-from the control to the service; Chapter Ⅲ,to certify the importance of e-government in the service-oriented government building of the township through elaborating two aspects of the role of building service-oriented government of the township and township development status of e-government; Chapter Ⅳ,systematically to research success stories of some foreign service-oriented e-government analysis of research, analysis and summed up the successful experience, thereby providing for the construction of China’s rural e-government services to learn; Fifth chapter, as a starting point after combining with China rural e-government and service-oriented government construction situation to propose a solution for the township of e-government construction. The sixth chapter is the end and summarizes the paper.
