The connotation ofsocial capital theoretical—trust, norms of reciprocity and citizen participation network—is of great importance to China’s urban community management, and as a deepmechanism of network operation of a community cooperation, the theory of social capitalis highly correspond with that of our country’s development of community. In order toelevating the living standard of residents in the community of our country, furtherpromoting China’s democratization process, we can make the theory of social capitalwork on public service of our urban community and form a optimum cooperationnetwork. As a starting point of practice research to city of Jinzhong, by using the methodof survey, the community of typicality was investigated practically, and then carries onthe summary analysis of the data of the survey, finally a truth can be found that thegrowth condition and expression of local social capital is positively related to the localdevelopment of economic, political psychology, culture formation and the achievementof citizen participation desire. The relationship of which can be the basic of the studyform within and without, moreover, factors such as local economic, politic, society andculture should be regarded in the complement of public service of our urban community,reciprocal norms system and cooperation network can be the begins of the cultivation ofcommunity’s trust, which can also form a effective supply. The improving role ofeach part in public service of community owned the capacity of forming a government offlexible, effective and honest, in which can enrich the social capital and make thedemocracy work by the horizontal networks.
