As a new model to solve the problem of an aging society and a new choice, the development of community endowment perfect has been used in reality. With urban community as the main media, relying on community organizations at the grass-roots level as the dominant force, and community resources, allow the elderly to receive pension services in their familiar environment is community endowment the new endowment patterns of the starting point and the foothold. Launched in1980s theory of social capital as a new theoretical perspective and analytical paradigm has a very strong explanatory power for a lot of social phenomenon. Rich social capital is the community endowment service system construction of a premise condition, in terms of community, the status of the social capital to a certain extent, reflects the level of community endowment condition, social capital stock and distribution means that the amount of community endowment resources with high and low, this will affect the satisfaction of community endowment, as a result, based on the investigation to the social capital, to analyze the resources available in the community endowment service system construction, and provide some useful opinions and Suggestions for the construction of community endowment, and sums up the author thinks that can implement measures and thinking. From the theoretical perspective of social capital, this paper analyses the development and use of internal resources and community between external and community resources integration, thus induction and summarizes can promote community endowment of the positive and effective method.This paper reviews the developing status quo and future trend of aging population in dalian, the advantages of community endowment and implementation. The demand and supply system of old people in the formal system and informal system are so limited, therefore, in order to ensure the development of community endowment health effective positive operation, must cultivate social capital in the elderly. So, the author attempts to put forward some Suggestions, such as promoting the elderly to establish three-dimensional various social networks, and attend to their interests as the guidance of community organizations, and even can establish this organization and to attract older people have the same interest to participate in, in turn, expand the range of social individuals, improve their social capital stock; In addition, promote community interact constantly improve, improve residents’committees and other community organizations in the service for the old problems such as insufficient ability, and at the same time reduce the organization to participate in the threshold, to increase the elderly to participate; Finally, in order to change the existing unsound community rules, create a new, is advantageous to the community development, and the elderly community endowment satisfaction by the new rules, develop community inside and outside the community development and popularization of network, strengthen individual and organizational social capital, promoting China’s urban community endowment under the influence of social capital actively develop healthily.
