In this paper, we treat YongNian civil servants as the research object, andresearch on the incentive problem, existing in YongNian civil servants for the lowturnover performance effect, deterioration of the mental health effect, effect, listlessattitude effect, complicated interpersonal relationship has a positive meaning in theproblems of effect, etc. Through the analysis of the motivating factors of YongNiancivil servants in the application of incentive, we draw YongNian civil servants’problem in terms of what factors must also be improved, YongNian system canpromote the civil servants work hard, improve YongNian civil service satisfactionwith exploration.The two-factor theory selected in this paper not only attaches importance to thetraditional motivation factors, such as salary, working environment and so on, but alsoput forwards the incentives associated with the job content, which stimulate theinitiative of the civil service through improving incentives. The research place chosenby this paper is YongNian County, the second large county of Hebei province, whichis typical in every realm of political life, so this paper selects civil services fromYongNian County as its research object. Through questionnaire investigation, thispaper finds the problems existed in the incentive system of YongNian county civilservants,then, using Hertzberg’s two-factor theory to analyze the missing factors.Finally, combined with the practical situation, this paper filter out incentive factorssuch as promotion system, training system, performance appraisal systems, andhygiene factors such as qualifications, salary system,administrative cultural factors,etc.Finally, this paper hopes that its research can improve the incentive system ofYongNian County civil servants, moreover take example for the incentive system ofthe other county government civil servants.
