The Research Of The Basic Civil Servant Ability Training Mechanism

As a team of Party and government offices, basic civil servants assume importantgovernment functions. The ability of the government depends on the overall qualities of thecivil servants. Along with the reform and open policy of our country, the economy hasmaintained a steady and fast development. In order to adapt to the domestic and internationaldeveloping situation, higher requirement has been proposed to the qualities and abilities of thebasic civil servants in our country. Therefore, it’s imperative to improve the comprehensivequality and to promote the training of the basic civil servants.This article studies the basiccivil servant ability training mechanism through three parts:The first part analyses the connotation and the meaning of the basic civil servant abilitytraining mechanism. It starts with the definition of the related concept, develops from theconception of civil servant according to the conclusion of previous studies and unfolds theopinion progressively. It also sums up the basic requirements of the ability of basic civilservants, the feature of the existing and the important meaning of basic civil servant trainingmechanism. It lays the foundation of the study of the mechanism.The second part analyses the current situation of the basic civil servant ability trainingmechanism. It begins with the basic situation of the basic civil servant ability trainingmechanism and concludes with a summary. Then it comes up with the problems of theexisting of the basic civil servant ability training mechanism and analyses the causes of theproblems. It lays the foundation for proposing solutions to the problems.The third part is the most important part of the article. It mainly comes up with effectivecountermeasure and advice to complete the basic civil servant ability training mechanism. It ishoped to be helpful to the training work of the basic civil servants.
