The Study Of Online Administration Service Optimization Based On The Government Reengineering

Online administration service is a key measure of deepening the administration service reform and government affairs openness with rapid improvement of information technology. The general demand of administration service reforms and building a service-oriented government, the innovation of starting new administration service and business process optimization is needed to improve government efficiency.Although the pubic are generally willing to accept online administration service, the unbalanced condition of online administration service frustrates them, and they can’t get one-stop service at present. After introducing the background and development of the online administration service, the dissertation describes the current conditions of administration service center at home. On the basis of analyzing the different of problems, the traditional business process is proved to be government-oriented, which can’t meet the internal demand of service-oriented government, so it can’t provide mass satisfaction service. Then it describes the characteristic of the public demand, build the customer-oriented service chain. The next is to introduce several business process reengineering modes. This dissertation tries to provide the countermeasures from system, mechanism, contents and methods. Through reducing the number of administrative items and standardize the procedures, the dissertation comes up with two major methods to optimize the administration service based on the current information systems and networks. Since the innovations of systems are been deepened steadily, and new administration forms are constantly emerging, the thesis introduces the reforming attempt of Xicheng district administration service center. Finally it describes the thoughts about smart administration service in the future based on the smart city theory.
