Human Resource Management refers to the organization fully taps the humanpotential through the management of people and things, dealing with thecooperation between people and things and the relationship between people. Andthe various activities of the organization could be planned, organized and controlled,so as to achieve organization targets. The administrative work of townshipgovernment departments must be carried out by the public servants. The realizationof the public servants’ personal value and development target also depends on theorganization’s training and management. This requires that the human resourcemanagement department of the township government should take into account theinterests of both organizations and individual demands in order to establish ascientific and rational human resources management system. Meanwhile, there is anew concept of the human resource management of township government that thetownship government actively gets involved in the public servants’ individual careerplanning, so that the public servants can get the opportunity to know variouschances and career directions provided by the organization and do the choice andpractice from their own actual condition. To some extent, it is said to achieve thecoordination between the human resource management and public servants’ careerplanning. At present, as the grassroots regime of Shanghai, the developmentpressure which the township government sustains becomes more and more, whilethe human resources management is not satisfied. In this paper, taking M town inShanghai H district as an example, about the grassroots township governmentestablishing the human resources management system of the public servants, thereis a preliminary exploration, which can find the possibility of coordination throughthe way of theoretical analysis and practical investigation. Based on the analysis ofthe issue which happens in the process of public servants’ career planning andmanagement in M town, via the method of establishing modern human resourcesmanagement concept, building a harmonious organizational culture, guiding publicservants to develop a scientific career planning, etc., to build the career planning human resources management system, in order to guide and help the humanresources management practices in grassroots township government.
