Abstract/Summary:
The new era is an era of undertaking historical missions,an era dedicated to creating a better life for the people,and an important era for actively winning the victory of China’s ad hoc socialism.In the new era,opportunities and challenges coexist.The concept of “everything must be tested” is deeply rooted in the hearts of the people.The implementation of the civil service recruitment system has become a “channel” for social workers to enter government departments.Under the historical conditions of China’s new era,perfecting the civil servant recruitment system is a guarantee for the applicants to choose the best,and it is a guarantee for forging a civil servant team that meets the needs of the new era.Based on the theory of new public administration and the theory of human resources management in the public sector,this paper combines data analysis method,comparative analysis method and system analysis method to study the civil servant recruitment system in China.First of all,by summarizing and sorting out the books,papers and periodicals published by the domestic and foreign scholars on the subject of the civil servant recruitment system,the retrospective process of the civil servant recruitment system at home and abroad is reviewed,and the supervisor of the civil servant recruitment system is generally mastered.Main relevant content such as department,exam category,basic principles and basic conditions;secondly,a detailed comparative analysis of the civil servant recruitment system in the western developed countries represented by the United Kingdom and the United States,and exploring the experience that can be used as a reference for the development of the civil servant recruitment system in the new era;finally,it systematically studies the development status of the civil servant recruitment system in China in the new era and the results obtained,and makes an in-depth analysis of the problems in the design and operation of the civil servant recruitment system and the reasons for these problems,and proposes to improve the new era.China’s civil servant recruitment system has certain countermeasures and suggestions.The research finds that the current civil servant recruitment system in China has the specialization of qualification conditions for application,the patterning of the content of the examination,and the fuzzification of the classification examination.In the operation of the system,there is a lack of effective construction of the examiner team and insufficient legal remedies.And the deviation of the policy propaganda is not enough.In view of the above problems,this paper starts from the three aspects of design concept,supervision mechanism and policy implementation,and draws on the basis of the reasonable design and smooth operation of the civil servant recruitment system in the western developed countries.The following three suggestions are proposed: first,to improve the adaptability of institutional design;second,to enhance the effectiveness of the supervision mechanism;and third,to ensure the fairness of the operation of the system.
