Research On Service Capability Of Government Agency Civil Servants In Hebei

With the new concept of public service is increasingly being accepted by eachcountry’s government gradually, the movement of establishing service-orientedgovernment is developed in each country and service-oriented government is also seemedas the goal of government reform system in China. In response to the Party CentralCommittee’s call, Hebei government reformed its system actively and builtservice-oriented government vigorously. Meanwhile some issues arose during achievingconspicuous results. Hebei civil servants as the final executors of governmentadministrative function is the bridge between Party, government and public and is also thegroup communicated with people frequently; so their service capacities and power leveldirectly determine the government’s service and power, their behavior will directly affectthe government ’s image among the people. Therefore it’s necessary to study the currentservice ability condition of Hebei civil servants.Based on above, the author chose" the building of Hebei servant’s civil servicecapacity " as the topic through literature studying, questionnaire survey, interviews andcombined quantitative analysis with qualitative analysis methods,combining politics,management, psychology and related theoretical knowledge. The author evaluated clearlyabout the main elements that constitute building civil service from two dimensions whichinclude servant’s own service capability and building service capability throughestablishing service capability evaluation index system. By use of fuzzy comprehensivejudgment model, Hebei government analyzed the current civil service capacity situation,found problems and put forward corresponding countermeasures. So as to providereference for Hebei government’s building civil service and transform governmentfunctions to propel efficient, innovative, responsible government.
