Performance management originates in western countries of1970s. Along with the "NewPublic Management Movement", Performance Management has gradually become methods tohelp the management of government departments to improve work efficiency and make betterimage. In1990s, Performance Management was introduced to China, and applied bydepartments of Chinese Government gradually.Along with innovation and reformation of Social Management, Performance Assessmentin the Public Security becomes more and more important in work and management.Development of China’s police performance appraisal is still at primary stage, especially inrecent years, this topic is researched and analyzed by the public security organs at all levels.On the basis of research, Guangdong Provincial Public Security organs developed OnlinePerformance Appraisal System, which is a tool of performance appraisal for the grass-rootspublic security department since2008. Online Performance Appraisal System makes workingdetails of different police positionsand sets key performance indicators. The system canautomatically conduct performance appraisal to police by extracting police working data. By aseries of motivators, the system can improve working enthusiasm of police and push forwardthe standardization of public security team.The Online Performance Appraisal System of Guangdong Public Security is the researchsubject in this paper. The paper studies and researches the system in background and conceptof construction, characteristics, and construction of the key performance index system. It alsoinvestigates the degree of satisfaction with the police by using the system, evaluates results,analyzes existing problems of evaluation system, and gives improvement suggestions to apply"Management by Objectives" and "New Public Management" theory, in order to improveGuangdong Police Performance Appraisal System.
