Along with the deep transformation of our community,it is extremely urgent to construct a legal state.The local public security system,as a law enforcement department at the grassroots level,is facing many new problems and challenges in the process of building a law-based society.At present,many regions have carried out performance appraisal for grassroots public security organs,but the effect of performance appraisal cannot reflect the real situation of public security organs to a large extent,and there are still many problems worth further study.Improving the performance appraisal of public security organs is not only a guarantee for the long-term and healthy operation of the police system,but also an effective way to build a high-quality public security team.This paper by public security organs of Haimen performance appraisal as the research object,on the key performance indicators(KPI)theory,PDCA closed-loop evaluation theory,a 360-degree performance feedback theory,target management theory as the instruction,using the survey method,literature research,comparative analysis,induction and other methods,the public security organs of Haimen performance appraisal status quo,problems and countermeasures for research.The first part of the thesis states the research background and practical significance of police system performance appraisal,and sorts out the research results and practical application of police system performance appraisal at home and abroad.The section two discusses the conceptual framework and theories of foundation related to performance appraisal.The section three decomposed the current situation of performance appraisal of Haimen public security organs,by the investigation and survey of public security organs of Haimen,it decomposed the open question in the performance evaluation of public security organs,the problems exposed by the appraisal mainly includes:single performance appraisal main body,evaluation indicators lack systemic rationality,lack of scientific performance appraisal content,unreasonable assessment results using,evaluation object of performance appraisal lack of recognition,etc.,and from the performance appraisal subject,appraisal object,the recognition and the appraisal system four aspects carries on the reason analysis;The section four afterwards investigates the successful experience of internal county and city police system performance appraisal;The section five make pointed references the suggestions and countermeasures to ameliorate the performance appraisal system of Haimen public security organs.Through the research,this thesis propose that to improve the public security organs of Haimen fundamentals of performance appraisal for the direction,and rich performance appraisal main body,increase awareness of performance appraisal,formulate reasonable performance appraisal index,distribution of science evaluation index weight,system optimization,performance appraisal program,to carry out the supervision and inspection mechanism,reasonable use of the assessment results and countermeasures for the gripper,further optimize Haimen performance appraisal,the public security organs to improve the overall strength of Haimen police team.
