| With the continuous development of network and information technology, mobile phones and the Internet represented the formation of the dissemination of information in the form of new media, which had increasingly profound impact to people’s social lives. As of January2013, the number of China’s mobile phone users has more than1.112billion, and its penetration rate reached82.6%, more than the global average; Until June2013, the scale of China’s Internet users reached591million, the penetration rate of Internet reached44.1%, and the scale of mobile phone users reached464million. In this reality, the national "Twelfth Five Year Plan" suggestion that we should cultivate strategic emerging industries, develop a new generation of information technology, emphasis on the use and construction of the internet and other new media...which demonstrates that our state and government attach great importance to the development of new media.The new media information dissemination has unique advantages, it is not only assumed the main carrier of social information dissemination functions, but also changed the pattern of government administration. New administrative model, such as E-government, the official website, microblogging, government hotline and so on, provides new channels and forms for the government information disclosure, frameworks the communication platform between the government and the people, broaden the channels for people to participate in the administrative accountability, and remedied the deficiencies in the traditional media to run administrative accountability mechanisms, thus facilitating the exercise of the rights of the people, improve our administrative accountability, and finally promote the development of democratic politics of our country.However, as a coin has its two sides, the new media brought to administrative accountability with opportunities as challenge. New media is a new mass media, its development is not consummate, so its features of anonymity, disorder, etc in information dissemination can easily lead to problems of information security, irrational, authenticity, etc. while, our research in new media information dissemination is relatively lacking, we do not form a corresponding mechanism system in terms of new media impact for the government, and also lack relevant rules and norms. These all will become a constraining factor in the development of administrative accountability and democracy in China.Therefore, it is necessary to explore how to improve information dissemination of new media, to regulate administrative accountability in perspective of cultural, institutionalization and legalization, and to improve people’s literacy and competence in using of new media to administrative accountability. Therefore, the basic idea of this paper is as follows:First, China’s traditional administrative accountability were analyzed. On the basis of mastering the meaning of administrative accountability, system contents, basic theoretical foundation and the pursuit of value, it analyzes the existing plight and its reasons of traditional administrative accountability; Secondly, it describes the meaning, features, type, status and current developing situation of the new media, which raises the definition of the concept of new media administrative accountability, and the analysis of its forms and resulting foundation, it analyzes and summarizes the features of the new media administrative accountability with the "7.23Wenzhou Train" event. Then, it points out the problems of new media administrative accountability from the perspective of information regulators, citizen qualities, objective skills and system specifications. Finally, it puts forward the suggestions to improve the administrative accountability in the context of new media. |
