Media accountability as a way of allogeneic accountability has played an increasingly prominent role since the SARS crisis started the administrative accountability system in2003. But there are also many problems in the process of media accountability. Due to the shortage of laws and regulations, the imperfection of relevant system, coupled with the flaws of the existing media management system, the impact of the traditional administrative culture and the pursuit of economic interests of the media itself, there are problems such as inadequate accountability basis, weak convergence of some sectors, obstruction by various powers. The implementation of results of the media accountability is difficult to be truly protected and it is also prone to appear abnormal phenomena. The function of media accountability is seriously affected.According to the problems in practice of media accountability, this thesis will analyze the causes and standardize and improve our media accountability based on lessons learnt from Western media accountability’s practice through elabrating the profile, reviewing the developing process, summarizing the achievements of media accountability and analyzing its operating mechanism by case-study. So we can deepen administrative accountability system, strengthen constraints on executive power to enhance administrative transparency and promote the realization of civil rights. The building of responsible government in our country will healthy and orderly develop towards to the direction of more in line with public opinions.
