Today, the development of social informatization is accelerating. Public opinion onthe network has influence on social politics, economy, culture. The influence growswith each passing day. Maintaining network sovereignty and mastering network voicehave become important national interest. Western countries led by the United Statesgenerally value the use of the Internet to carry out internal and external politicalpropaganda, take E-diplomacy to seize the highland of network public opinion,strengthen the right to speak on network, create a favorable atmosphere for publicopinion. Following the path of peaceful development, China needs moreunderstanding and support from the international community. It is important to use thetraditional diplomatic means of communication, but also to actively consider usingE-diplomacy more extensive, directly to spread the concept of peaceful development.This paper first analyzes the nature and characteristics of E-diplomacy. Thedevelopment of China offers new diplomatic work. From this angle, the paperdemonstrates the necessity of developing E-diplomacy in China, analyzes thesubjective and objective conditions for developing E-diplomacy, and proves that it isat good time to develop E-diplomacy. Then the paper discusses the reason andbackground of U.S. E-diplomacy, analyzes the performance of U.S. E-diplomacy bycombining the concrete case, and makes the prospect of U.S. E-diplomacy accordingto the current main problems that the United States faced. Finally, the paper discussesthe challenges of developing diplomacy in China, puts forward ideas and insights tothe development of China E-diplomacy from cultivating the sense of initiative,making definite goals, inputing power, establishing working mechanism andinnovating means and methods.
