The world today has witnessed several crucial events or changes including the UnitedStates and European Union suffered from the financial crisis and sovereign debt crisis,the rising of emerging power mainly located in Asia, Africa and Latin America, thecontinuous increasing of China’s economy and international status, the trends ofglobal government and regional integration. Taking the U.S. strategy of “Rebalance”in Asia-Pacific of the United States as a background, this thesis attempts to understandthe characters and trends of the new changes of the Unites states’Asia-Pacific alliancesystem and analyze its influences on the whole Asia-Pacific region especially forChina through the summary of some relevant theories and international practice. Thisthesis starts with the retrospect of the two big changes of the United States’ globalstrategy and Asia-Pacific strategy at the separate turning points of Post World Twoand post-Cold War. And then, it discusses the formation and evolution of theAsia-Pacific alliance system including the relationship among different members, theoperation status, the executive capability and also the function of the system. Afterthat, it draws the conclusion on how Asia-Pacific strategies influenced the changes ofAmerica’s Asia-pacific alliance system. Back to today’s reality, this thesis explains the“Rebalanced” strategy in detail which consists of its origin, motivation, target, andcontent. Moreover, it summarized the current adjusts between America and its alliesand finally illustrates the characteristic of the changes.In conclusion, based on the comparative declining of comprehensive strength, thefoundational aim of America’s strategy of “Rebalance” in Asia-Pacific is to maintainthe global leadership of the United States. One of the most important changes of thisstrategy is that Asia-Pacific is the most important region compared with other areasand therefore the United States plans to participate in this area from every aspect andmakes efforts to develop relationship among major regional powers and organizationsin order to lead and control the formation of Asia-Pacific regional political andeconomic order on the basic of several bilateral alliances. As a result, China can becontained and regional balance is to be achieved. As the foundation and the keymeans of this strategy, US Asia-Pacific alliance system needs to fit for multilateralregional order and play a more important role in the global system. Meanwhile,Asia-Pacific Alliances have been expanded to a full-range system including economic,military and political functions. Furthermore, this kind of great changes will surely have deep influences on this region especially for China. Specifically, the regionaleconomic integration, political cooperation among big powers and mutual trust onsafety issues are facing more challenges which make the whole area more unstable.For China, the negative influence of this kind of changes is obvious because itssecurity, economic transformation and development, expansion of internationalrelation will meet more restrictions. Therefore, China must be full of confidence andstand firmly to its principles and at the same time, it is important for China to be calmand objective during the process of foreign policy making. Moreover, China shouldcontinue to implement good-neighborly and friendly polity, promote regionalcooperation and adhere to the path of peaceful development.
