Research On The Governance Structure In Bai Buting Community Of Wuhan

Since the21st century,community building and community governance has been thetopic of conversation of theory and academic circle. Community is the basic unit ofmodern people’s life and the foundation of the urban construction. Since the Ministry ofCivil Affairs carried out the urban community construction, many patterns of communitygovernance has came out in our country. Baibuting community as the famous communityin China, it’s governance pattern is worth researching.Firstly,define the concept of community and urban communities,and then explore thedevelopment of urban communities,the general pattern of community governance of theurban community.Furthermore, in a review of the basis of practical experience ofcommunity governance in the United States,Canada,and China’s Wuchang District,ofWuhan,Hangzhou and Beijing,using the literature analysis,questionnaire,comparativeanalysis and special interviews,explore the historical process of community developmentand the way the subject of community governance does,community governance andcommunity governance outcomes system analysis in Baibuting community,analysis theorganization structure community governance body and community service providers ofthe Baibuting community governance.At this stage,the governance model of the Baibuting community accumulated manysuccessful experiences for the construction for other communities in our country,but thereare still some limitations.Referencing the Polycentric Governance Theory,the governanceof Baibuting community’s problem is that Party organizations,government departmentsand enterpise thoes three governance body of the Baibuting community governance playsan important role,but community participation is not high,and lack of channels forparticipation in community activities.The third sector of community development isseriously inadequate.The Baibuting community governance model initially shows thetrend of multi-center,but from the community governance to "good governance",there isstill a great distance,and needs further efforts.Community governance model based on Baibuting insufficient targeted four measures recommendation that broaden communityparticipation in community participation enthusiasm;actively cultivate the third sector andother community organizations;rich community service connotation,strengthencommunity work team building;strengthen community construction of softenvironment,nurturing a community of communities.
