With the continuous and fast development of society, the extent of people’sdemocracy becomes higher and higher. Meanwhile domestic and overseas politicalsituations are serious, the extent of people’s requirement to the democracy,transparency, open, equity and fair of civil servant examination becomes higher andhigher, whereas the current civil servant performance appraisal of our country is quitebackward compared with foreign countries. Based on explicating the idea regardingextent of public satisfaction and civil servant performance appraisal and guided bydomestic and foreign advanced theories in terms of public administration, this paperfirstly states the development process which represented by the civil servantperformance appraisal of British, American and other advanced countries, the purposeis trying to acquiring some experience; secondly combined with the current situation ofour country, this paper comprehensively analyzes the problems that our government hasin terms of idea, legal guarantee, major objective of appraisal and aim of appraisal, andthis paper analyzes the reasons that exist in terms of idea, mechanism, organization, etc.;Thirdly regarding the existing problem, this paper proposes some strategies for theperformance appraisal of the civil servants in local government which are guided bypublic satisfaction, i.e. the idea regarding reforming the performance appraisal of thecivil servants in local government; Accelerate relevant form of legislation andinstitution is proposed; gradually set up diverse performance appraisal mechanism; setup scientific and reasonable index system of performance appraisal of civil servants inlocal government. Via the analyses some conclusion is acquired: setting up aperformance appraisal system of civil servant in local government which guided bypublic satisfaction is a complex and systemic project, the improvement of relevantfactors requires a gradual process. If we are based on our country, insist on being basedon public interest, being guided by public satisfaction and actively study and draw on the successful experience of western advanced countries, we can set up a scientific,reasonable and perfect civil servant performance appraisal system.
