The Research The New Time Administrative Leadership Quality Construction

This paper from the ideological, cultural, moral and legal aspects, expounds the meaning of quality of leading cadres, and the combination of domestic and foreign relations "leadership" content deepening, in deepening the connotation of quality at the same time, but also improve the "leadership" meaning, as the essence of the correct understanding of leading cadres, treat correctly "leadership" problem put forward the theory of certain methods. Especially for our socialist country, leader cadre is a civil servant, is people’s public servant, is to put one’s heart and soul into serving the people of the organizers, managers. With the development of socialist market economy, there are new requirements for the quality of leading cadres, especially prevalent in the social contradictions, leader cadre quality is good or bad, is directly related to the top-down to resolve the contradictions, in relation to the socialist economy, politics and construction quality.Basic level cadre is the backbone of the grassroots, responsible to the party’s principles and policies to implement the important responsibility of basic level. How the grassroots cadres style, directly affect the solution of "three agricultural" problems, affects the prestige and the image of the party in the broad masses of the people in mind, affect the rural grass-roots political power, influence to the stability and development of rural society. Can say, the grassroots cadres is good or bad, is directly related to the consolidation of political power at the grass-roots level, the party’s ruling status. Strengthen and improve the work style of cadres at the grassroots level under the new situation, to practice the "Three Represents", establish a good image of the party members and cadres, has the vital significance, close party group relation between the cadres and the masses.In this paper, based on the quality construction of administrative leaders in new period, base on the analysis of the existing problems, that mainly has:the ideological and political quality should be improved, the age structure of the aging knowledge level difference, comprehensive ability still can not meet the requirements of new situation, clean style construction and anti-corruption work still needs to be strengthened, and analyzes its reason mainly includes:, social environment, quality construction framework standard is not clear, supervision mechanism can’t provide supervision29, the accountability system is not perfect, the official standard thought influence, active learning is not the factor. The article thinks that strengthening the quality construction of administrative leaders should strengthen education and training of cadres, optimized evaluation mechanism, strengthen political theory study consciousness, improve the selection and training system, the establishment of effective power restriction and supervision mechanism, strengthen the cadre self-cultivation and make great efforts.
