With the development of China’s economy, the amount of the aged people is increasing, among which the disabled, chronic patients and empty-nest elderly are rising steeply. Therefore, more and more people are concerned about the pension issues. At present, the traditional home-based care has not met the requirements of elderly care, which becomes more specialized, complex. And limited public pension institutions are difficult to meet the needs of the growing number of residents. While the old in general economic conditions shrink back at the sight of the high fee in private pension agencies.This paper selects the nursing pension institutions of Public-to-Private as the research object, which not only meets both the nursing demand of the disable and semi-disable elderly but also matched the welfare need of common families. Through the survey into the elderly who live in these institutions, their family members, agency staffs&leaders, and analysis of the actual needs of the main stakeholders, the author finds that there are many difficulties in the development of Public-to-Private nursing pension institutions, such as, the limited scale of development due to the shortage of working capital; lack of government support which makes allowance difficult to implement in place; low staffs’ salary and specialization; disputes happen a lot between institutions and families because of the higher risk in elderly care; and these agencies can only meet the basic care of the old while neglect the emotional support and hospice.Through the literature reviews and in line with the successful experience of the pension and care institutions in Hong Kong and Taiwan, the author makes deep thinking and research on long-term development of these agencies, meanwhile, put forward the prospects of their development, for example, to strengthen the policy refinement and implementation, and increase the support for the pension agency; broaden the sources of funding, and promote the diversity of pension service subject; enhance the expertise of employees, and improve the service quality; extend the service content, and enhance the hospice for the elderly; promote the development of multi-level organization, and meet the different needs of the pension; create a third-party assessment to promote effective management of pension institutions; use the modern technology and equipment to promote automation of agency services.
