China's Participation In International Mechanisms For The Right To Speak In The Construction Process

With the continuous development of globalization process, the relationship betweencountries has become more and more close. International regimes, as platforms ofcommunication, have played important roles on the exchanges and cooperationbetween countries. As a fast developing country, China is improving her position inthe international society as the result of its enhancing comprehensive national power.It is an important topic on how to build China’s international discourse power whilefully participating in international regimes to make it not only meeting the needs ofChina’s development, but also providing valuable public goods for the world.This paper starts from the carding of historical process of China’s participation ininternational regimes and researches the construction problems on internationaldiscourse power of China. Using participation of G20as study case, this paperanalyzes previous lectures of Chinese leaders and feedbacks on final statements, thenextracts the changes of China’s impaction on G20. Based on this, this paper exploresthe effective ways to construct international discourse power of China.This paper mainly can be divided into three parts. Firstly, it introduces the basicconcepts of international regime and major theoretical schools, as well asinternational discourse power and major research topics, and analyzes nationaldiscourse power from both parts of participation and governance of internationalregimes. Then the paper reviews the history of China’s participation process ofinternational mechanisms. Based on the analysis and historical experiences, it pointsout that China should be more comprehensive and active to participate into theinternational society, and proposes to build China’s international discourse power asan important way to resolve obstacles. After that, this paper uses G20as study case toanalyze the lectures of Chinese leaders together with the corresponding feedbacks,and then proposes three effective ways to construct the international discourse powerof China.The significance of this paper is that it provides some valuable recommendations onwhat voice China need to speak out and what would be able to send out in theinternational regimes, and also provides some workable ideas to the similar region,particularly developing countries, on how to position themselves in globalgovernance and to construct their international discourse power.
