By the network, people can directly participate in the wider governance of public affairs and realize their power in the expanded breadth and depth of participation, The government also attaches great importance to the role of the network, regard the network as an important component of e-government, think the network that is important to contact the government with people. It is an important tool to mobilize and coordinate.Internet media has become an effective way to express public opinion in the process of popular participation in public governance. It is a platform for effective interaction of multiple subjects. The rapid development of the Internet is new ways and means for people to participate in public governance.Citizen participation in the network gradually has become an important part of democratic politics.At present, domestic and foreign scholars have many researches and achievements on civic engagement and civic participation in network.This article is based on their results. This paper consists of four main parts.The first part introduces the theoretical basis of citizen participation in the network-governance theory, analyze the value of citizen participation in the network for Public Governance and summarize the main contents of governance theory. The second part is the basic way of citizen participation in public governance. Comparing traditional channels with networks involved participation shows the citizen participation in the network has become an important channel in the modern time. The third part is problems and problems of cause analysis about citizen participation in public governance. The fourth part is about the existing measures of problem-solving and propose recommendations in three angles. |
