The Model Builds A Competency Army Intermediate Technical Cadres

The army intermediate technical cadres is an important part of the army, they take the responsibilities for military logistic support and modern scientific and technological research; Because there is still not any systematic and scientific approach on the process of selecting and appointing medium technical level cadres at present.Lacking of systematic selection mechanism, evaluation mechanism, incentive and guarantee mechanism,It is necessary to improve the current situation of medium technical level cadres team and working conditions.The study is basic on medium technical level cadres competency theory, establishing related models, and searching for effective tools on selection and evaluation of medium technical level cadres in military. Some methods such as literature analysis, behavior event interview, questionnaire investigation, using factor analysis.with quantitative and qualitative methods and empirical research on medium technical level cadres competency model, the study is aim to establish medium technical level cadres competency model and verify related model.The study reaches some conclusions as follows:the six typical features of medium technical level cadres competency model as follows:(1) Ability and Political integrity;(2) Responsibility Consciousness;(3) Team Spirit;(4) Knowledge Structure;(5) Creative Thinking;(6) Relationship Management.The study is intended to research Individual behavior and characteristics of medium technical level cadres from the view of competency.Establishing and improving Medium technical level cadres competency model in order to guide the selection and appointment of Medium technical level cadres in military.
